In Virginia, most campaign finance reports are filed with the Department of Elections, which serves as the administrative arm of the State Board of Elections. Virginia does not impose contribution limits, nor does it restrict the source from which candidates and political committees may receive contributions. Campaign finance violations are addressed by the Commissioner of Elections or the general registrar, depending on the office involved. The Commissioner or registrar may impose civil penalties and seek enforcement action by the Commonwealth’s attorney for noncompliance exceeding 120 days.
