§ 24.2-419 Extended time for certain persons to register by mail
Overview of Statute
This section permits certain people, such as those in the military, to submit simultaneously both a registration application and an application for an absentee ballot.
Statute
The registration application of the following persons may accompany an application for an absentee ballot and shall be on a form prescribed by the State Board, on a federal postcard application, or on a federal write-in absentee ballot:
1. Any member of a uniformed service, as defined in § 24.2-452, who is on active duty;
2. Any spouse or dependent residing with a person listed in subdivision 1; and
3. Any person temporarily residing outside the United States.
The registration application from a person listed in subdivisions 1 and 2 may be accepted notwithstanding the provisions of § 24.2-416 if they are eligible to be registered and if, by reason of active duty, they are normally absent from the city or county in which they reside.

7. Definition for State

8. Definition for Person
Any individual or corporation, partnership, business, labor organization, membership organization, association, cooperative, or other like entity.
For the purpose of applying the filing and reporting requirements of this chapter, the term “person” shall not include an organization holding tax-exempt status under § 501(c) (3), 501(c) (4), or 501(c) (6) of the United States Internal Revenue Code which, in providing information to voters, does not advocate or endorse the election or defeat of a particular candidate, group of candidates, or the candidates of a particular political party.
